The best Explore Rate hotel is not always the cheapest one. The real win is the gap between what you pay and what the same hotel would cost at the public rate.

Compare against the public rate

A $300 Explore Rate can be mediocre at one hotel and excellent at another. If the public rate is $400, the discount is useful but not remarkable. If the public rate is $1,200, that same $300 rate is a very different opportunity.
